1949-1952年国民经济恢复时期中国的劳资关系治理具有理论话语与现实实践两个层面的重要意义。在新制度、新社会创设的大背景下,这一时期的劳资关系治理实践处在新中国社会利益结构的再造、社会权力关系的重构以及社会整合与动员机制的生成三条重要线索的交汇点上,表现为资本-劳动、政党-群众、国家-社会三个重要关系维度的再造。同时,这一治理实践也呈现出以生产为基点的源头治理、以工会建设为核心的枢纽治理、以统筹兼顾与多法并举为特色的综合治理三种特质。
From 1949 to 1952, the governance of labor-capital relations in China during the period of national economic recovery has both theoretical discourse and practical experience. Under the background of new system and new social creation, the practice of labor-capital relationship management in this period is at the intersection of three important clues such as the reconstruction of social interest structure in new China, the reconstruction of social power relationship and the formation of social integration and mobilization mechanism On the performance of the capital - labor, political parties - the masses, the state - society three important dimensions of the relationship between the reconstruction. At the same time, this practice of governance also shows the source governance based on production and the hub governance centered on the construction of trade unions so as to make overall consideration of the three qualities of comprehensive governance characterized by concurrent development with multiple laws.
