我们常说,工作好不好,关键在领导。一个单位、一个部门是否有个好领导班子,直接影响到该单位的整体工作。人事部门要按照干部管理权限,对各级干部特别是领导干部的德、能、勤、绩进行全面考核,根据考核结果,提出对干部的奖惩、升降、调任建议。把政治素质硬、业务能力强,组织管理水平高,为职工所信服拥护的干部推上领导岗位,职工就会迸发出奋发进取的工作热情,把工作干好。反之,就会产生负作用,影响业务经营。同时具体到每位干部职工,对有真才实学的不重用,而去重用平庸无能之辈,就会打击大家的工作积极性、创造性,贻误工作。干部用好了,就会事半功倍,否则,就会事倍功半。单位的领导选好了,他们就会根据不同干部的性格特点、业务专长、能力侧重等进行优化组合,组成一个人员结构
We often say that the key to leadership lies in the quality of work. Whether a unit or a department has a good leadership team directly affects the overall work of the unit. The personnel department shall, in accordance with the cadre management authority, conduct a comprehensive assessment of the morality, ability, diligence, and performance of all levels of cadres, especially leading cadres, and shall, based on the results of the assessment, propose cadres’ rewards, punishments, elevations, and transfers. With hard political qualities, strong business abilities, and a high level of organization and management, the cadres convinced and supported by the employees will be given leadership positions. Staff and workers will work hard to make progress and work hard. On the contrary, it will have a negative effect, affecting business operations. At the same time, specific to each cadre and staff, not reusing real talents, and reusing mediocre incompetence, will undermine everyone’s work enthusiasm, creativity, and delay work. If the cadres use it, they will do more with less. If not, they will do less effective work. The leaders of the units have been selected, and they will optimize and combine according to the personality traits, business expertise, and ability focus of different cadres to form a staff structure.
