我国自上世纪八十年代末试行公务员制度,至今已有二十多年了。2006年正式实施《中华人民共和国公务员法》,是我国国家政治治理、公共行政史上一件具有里程碑意义的大事。该法规定:中国的公务员队伍由党的机关工作人员,行政机关人员等七大类人员构成。这种构成无疑是具有中国特色的,考虑了中国政治制度和干部管理的现状,照顾了历史形成的国家治理结构。然而这种构成的利弊优劣,无论是《公务员法》制定之初还是实施之后,都存在着争议。
Our country has been piloting the civil service since the late 1980s, and it has been more than 20 years. The official implementation of the Law of the People’s Republic of China on Civil Servants in 2006 is a landmark event in the history of state politics and public administration in our country. The law stipulates that the civil service in China is made up of seven categories of personnel including party staff and administrators. This composition is undoubtedly of Chinese characteristics, taking into account the current situation of China’s political system and management of cadres and taking into account the historical structure of state administration. However, the pros and cons of such a structure are both controversial, no matter whether the Civil Service Law was formulated or implemented.
