１９４９年４月４日，美、加、英、法、比、荷、卢、丹、挪、冰、葡、意十二国外长在华盛顿的美国国务院会议大厅正式签署《北大西洋公约》，从而形成了一个以美国为首的世界性军事政治集团。战后美国实施“遏制战略”，推行冷战政策，在军事政治上表现为筹建北约。１９４８年
