田径运动在它不断提高与完善的过程中,与时俱进地改变竞赛规则是有必要的。2003年初,国际田联推出的起跑犯规新规则,即为一例,虽然它饱受争议,但争议本身恰恰说明了此次修改的分量和深远影响。国际田联的新起跑规则规定:在一次比赛中,一名运动员若第2次起跑犯规,无论第一次犯规是否为其本人,都将被自动取消比赛资格。在新规则下,发令员更好地用好手中发令枪就显得很重要,同时也对发令员提出了更严格的要求。
