从历史上看,印度军事战略具有较大影响的调整主要有3次:第一次是1962年中印边境武装冲突失败后,由1947年独立后形成的“有限进攻”战略调整为“两线扩张”战略;第二次是1971年的第3次印巴战争胜利后,由“两线扩张”战略调整为“保陆制海”;第3次是冷战后,由“保陆制海”战略调整为“地区威慑”战略。近几年特别是进入21世纪后,印度根据国际战略形势和国内外安全环境的新发展,在继续坚持“地区威慑”军事战略大框架的基础上,对其主要内容进行了较大幅度的调整。
