目的研究创建登革热防控示范区对政府群防群控能力建设的效果,探索可持续防控措施,为蚊媒传染病防治策略和措施的制定建立基础。方法抽取实施示范区建设的禅城区政府以及镇街卫生和计生局(卫计局)、爱卫会办公室、村居委会等进行登革热应对能力调查。采用SPSS 19.0软件进行统计学分析,单因素分析率的比较采用χ2检验,两个独立样本均数的比较采用t检验。结果禅城区政府及其下属各镇街道从领导架构的建立、卫生应急建设、后勤保障、经费预算和督办机制在创建示范区前后均能落实到位。在示范区创建后,各村居委会建立本级的组织架构和预案管理的比例有所上升,其差异均有统计学意义(χ2=22.510、47.890,均P<0.05);村居委会建立本级应急队伍、开展应急演练、应急物资储备、消杀人员储备和督办机制的落实比例(93.38%、36.03%、61.76%、85.29%和51.47%)均高于创建示范区前,差异均有统计学意义(χ~2=9.890、44.180、63.520、37.330、52.270,均P<0.05),其中各村居委会消杀人员的配备由2014年平均4人增至2015年平均7人,差异有统计学意义(t=-3.600,P<0.05)。结论禅城区创建登革热防控示范区对政府群防群控能力有所提升,建立了常态化群防群控机制,可从根本上做好蚊媒控制工作,杜绝疫情传播和扩散。
Objective To study the effect of creating dengue fever prevention and control demonstration area on the construction of government prevention and control capacity, explore sustainable prevention and control measures, and establish the foundation for the development of strategies and measures for mosquito-borne infectious disease prevention and control. Methods The government of Chancheng District, which took part in the demonstration area construction, and the Zhenjie Health and Family Planning Bureau (Weiqiju Bureau), the Office of the Guardian of the People’s Republic of China and the village committees were surveyed. SPSS 19.0 software was used for statistical analysis, the univariate analysis rate comparison using χ2 test, the two independent samples were compared using t test. Results Chancheng District Government and its subordinate towns and villages from the leadership structure, health emergency construction, logistics support, financial budget and supervision mechanism before and after the establishment of the demonstration area can be put in place. After the demonstration area was established, the proportions of the village residents’ committees establishing their own organizational structure and plans for management at the county level increased slightly (χ2 = 22.510 and 47.890, both P <0.05); and the village neighborhood committees established their own level of emergency (93.38%, 36.03%, 61.76%, 85.29% and 51.47%) of the contingent, emergency drills, stockpiles of emergency supplies, disinfectant reserve and supervision mechanisms were all higher than those before the demonstration zone was established, with significant differences (χ ~ 2 = 9.890,44.180,63.520,37.330,52.270, all P <0.05). Among them, the number of people killed and wounded in the neighborhood committees increased from 4 in 2014 to 7 in 2015. The difference was statistically significant ( t = -3.600, P <0.05). Conclusion The dengue fever prevention and control demonstration zone was established in Chancheng District, which has improved the capability of government prevention and control and set up the normalization prevention and control mechanism. It can do mosquito control work fundamentally and eliminate the spread and spread of the epidemic.
