一、大力促进中小企业和民营企业的发展,不断提高其吸纳就业的能力国内外的经验表明:“小企业、大就业”已经是一条经过实践证明了的定律。在国外,诸如美、德、日、韩等许多国家中小企业占该国企业总数的比例都在95%以上,甚至超过99%,其容纳就业的人数竟占到全社会就业人口的50%甚至70%以上。我国自改革开放以来,中小企业,主要是个体私营企业发展极快。据1995年全国第三次工业普查,小企业个数占企业总数99.68%,从业人员占到72.9%,其中私营企业占77.7%。情况表明,中小企业确是创造就业机会的重要空间。中小企业的发展必定会对经济增长和扩大就业发挥举足轻重的作用。沈阳的情况应当与全国相当,中小企业的进一步发展,应当是实现就业和再就业的一个重要途径。
