背景 面对我国日益严峻的就业形势,陈维政教授提出,失业问题,仅仅依靠调控经济运行或调整产业结构等战术性措施已显无力,必须根据以人为本的科学发展观对国民经济发展战略和劳动就业管理政策做出重大调整。基于建设和谐社会的总体要求,借鉴国外发达国家的先进经验,实施工作分享的用工制度是解决我国失业问题的出路之一。工作分享制,简单说,就是原来一个人做的工作,由两个或多个人分享,一方面增加了失业者的就业机会,另一方面也增加了在职者的闲暇时间。
