一九五○年整编以后,各区设通讯员一人,但不能按照规定之制度来县府联络取送公文信件,通讯员实际上作了区上之服务员工作,例如:农业生产、下乡叫人、帮助炊事员搞零碎事情,致使公文信件不能按时传递。县委县府会联合指示两次纠正,但都未能实现。一九五一年三月间为了重视保密工作及提高工作效率,感到公文信件无专人转送,容易遗失洩密和降低工作效率,故在县府行政会议上研究确定,将各区通讯员集中县府使用,并在区书区长联席会上进行讨论,大家亦认为妥当。
