“21世纪海上丝绸之路”(简称“海丝”)倡议是中国推进新型国际关系建设的核心对外发展倡议之一。澳大利亚作为亚太地区具有重要影响的国家和拥有世界最大海域面积的大国,是“海丝”倡议的对象国与建设国,中国欢迎澳参与“海丝”倡议建设。为促进国家发展战略转型,澳提出并积极推进“北部大开发”和“国家基建计划”。因此,澳国家发展战略与“海丝”倡议的对接有了历史机遇和战略条件。中澳在政治、经贸、金融及民间往来等领域合作的拓展与深化,使澳与“海丝”倡议对接具有现实基础并进入实际操作。但是,澳中发展战略的对接面临若干问题和挑战,中国应秉持开放、包容的理念应对中澳关系的起伏,以吸引澳为“海丝”倡议贡献正能量。随着“海丝”倡议相关政策的落地及中国实力的增强,澳发展战略与“海丝”倡议的对接必将逐渐推进、深化。 The “21st Century Maritime Silk Road” (“Haisi”) initiative is one of China’s core foreign development initiatives for promoting the construction of a new type of international relations. Australia, as a country with an important influence in the Asia-Pacific region and a large country with the largest sea area in the world, is a target country and a construction nation of the “Hays” initiative. China welcomes the participation of Australia in the “Hays” initiative. In order to promote the transformation of the national development strategy, Macao proposed and actively promoted the “grand development of the north” and the “national infrastructure plan.” Therefore, there are historical opportunities and strategic conditions for the connection between the development strategy of Australia’s country and the proposal of “Hays”. The expansion and deepening of the cooperation between China and Australia in such fields as politics, economy and trade, finance and non-governmental exchanges have made the foundations of the connection between Australia and Hays Initiative and entered into practical operation. However, the docking of development strategies between Australia and China faces a number of problems and challenges. China should uphold the open and inclusive philosophy to deal with the ups and downs in the relations between China and Australia so as to attract Australia to contribute positive energy to the “Hays” initiative. With the implementation of the relevant policies of “Hays” initiative and the enhancement of China’s strength, the connection between the strategy for the development of Australia and the “Hays” initiative will surely be gradually promoted and deepened.
