社会转型期的中国以经济建设为主导,此一进程是与公民权利意识觉醒、对政府权力监督日益关注相生相伴的。晚近大连、厦门、成都、昆明等地与环境安全紧密相关的PX项目引发之公共事件便可置于“邻避运动”视野下予以分析:一方面,可从风险认知、决策模式、新媒体作用等方面考量地方政府的应对策略,“反向竞价拍卖模型”的引入或许能为政府管理创新、公众参与决策提供实践的契机;另一方面,此一公共事件的发生发展及后续处置,也留下了诸多值得反思的地方。
