中国第一汽车集团公司副总工程师兼海外事业管理部部长李维斗认为,国Ⅳ排放标准一推再推,何时全面推行仍未确定,其主要原因是油品及尿素供应不配套。“其他国家在制定和实施汽车排放标准时,一直将车和油及基础设施当成一个系统,同步实施油品标准和汽车排放标准。”李维斗介绍说。法规标准不能如期严格执行和执行走样制约着我国汽车工业的发展,我们必须要加强汽车技术法规和标准建设,尤其是加强相关标准的协调,如油品标准和汽车排放标准的同步。李维斗同时指出,国Ⅳ实施一拖再拖,企业无所适从;国Ⅲ标准早已实施,但市场上还有假国Ⅲ在销售,尤其是二三线城市的很多地方,国Ⅱ甚至更低排放标准的车辆依
