林德布洛姆提出更高抽象层次的制度概念,超出了政治制度和经济制度的分界。他从控制方式的角度定义制度,把制度分为三种:通过交换实现控制的市场、通过权威实现控制的政府、通过说服实现控制的组织。林德布洛姆用多头政治、实业界特权,以及公民决断等概念分析资本主义,认为民主政治的基本特征是多头政治,资本主义社会被实业界以非民主的方式控制。林德布洛姆认为共产主义制度比市场制度更为人道,执政党的活力在于其创新能力。
Lindblom raised the concept of a higher level of abstraction beyond the boundaries of the political and economic systems. He defines the system from the perspective of control, dividing the system into three types: the market that is controlled by exchange, the government that controls by authority, the organization that persuades control. Lindblom analyzes capitalism in concepts such as long politics, industrial privileges, and civic decisions, believing that the basic characteristic of democracy is the long politics and that capitalist society is controlled by the industry in a nondemocratic manner. Lindblom argues that the communist system is more humane than the market system and that the ruling party’s vitality lies in its ability to innovate.
