市民教育课程在实施市民教育目标过程中起着重要的中介作用。然而,构建市民教育课程体系必须开展对市民教育课程的设计、开发与实践性研究,从中探求市民教育课程设计、开发与实践的规律,破解市民教育课程开发、设计与实践脱节问题,寻求解决对策。本课题围绕崇文区市民教育实践,总结了市民教育课程设计、开发的理论成果、经验与问题,以期对崇文区和其他区县在开展市民教育课程设计和开发工作中提供帮助和借鉴,在推进学习型城市建设中发挥重要作用。
