文章认为,目前国有企业活力不足,市场适应力弱的主要原因是;国有资产经营管理体制不顺,大家都管都不负责的局面尚未根本改观;优秀经营者的产生缺乏机制性保障,经营责任不落实的状况较为普遍;政府对企业行政干预过多,引导、服务较少;社会保障体系不健全,企业的历史包袱过重。从治本的角度出发,本文认为提高国有企业市场适应能力的关键是改制转机,并围绕企业内部、政府和社会环境三个方面,提出了八条对策措施:(1)将国有资产经营与管理职能分开,理顺国有资产经营管理体制;(2)建立国有资产管理者、经营者的分层委托选拔机制,把国有资产的经营管理责任落实到人头;(3)以建立现代企业制度为契机,实现国有资产的重新组合;(4)扩大对外开放,搞好招商引资,并以此促进国有资产的重新组合和经营机制的转换;(5)转换政府职能,确立符合市场经济运行要求的政府行为基点;(6)逐步解除国有企业的历史债务负担;(7)建立社会保障体系,妥善解决国有企业富余人员的安置问题;(8)中央和省有关部门对国有企业实行分类指导,针对不同类型的国有企业采取不同对策。本报告的这些建议,已引起四川省和中央有关部门的重视,有的已决定采纳。
The article believes that the current lack of vitality of state-owned enterprises and weak market resilience are due to the fact that the management system of state-owned assets is not smooth, and that everyone is not responsible for the situation has not yet fundamentally changed; the emergence of outstanding managers lacks institutional guarantees and operating responsibilities. The situation of non-implementation is more common; the government has too many administrative interventions, and there are few guidance and services; the social security system is not perfect, and the history of the company is overburdened. From the perspective of root-cause, this paper believes that the key to improving the market adaptability of state-owned enterprises is to change the system and focus on the internal, government, and social environment of the enterprise, and put forward eight countermeasures: (1) Separate state-owned assets management and management functions , Straighten out the management system of state-owned assets; (2) Establish a layered entrusted selection mechanism for state-owned asset managers and managers to implement the operational management responsibility of state-owned assets to the people; (3) To realize the establishment of a modern enterprise system as an opportunity to realize (4) Expand opening to the outside world, do a good job of attracting investment, and promote the reorganization of state-owned assets and the transformation of operating mechanisms; (5) Transform government functions and establish a government action point that meets the requirements of market economy operation. (6) Gradually relieve the historical debt burden of state-owned enterprises; (7) Establish a social security system to properly address the resettlement of surplus personnel in state-owned enterprises; (8) Central and provincial authorities implement classified guidance for state-owned enterprises for different types of State-owned enterprises take different measures. These recommendations of this report have attracted the attention of relevant departments in Sichuan Province and the Central Government, and some have decided to adopt them.
