山东省荣成市崖头镇政府重视农村基层卫生组织制度管理,使全镇农村卫生工作始终处于较好的管理水平。全镇57个自然村,村村有医有药,集体办医100％,其中甲级卫生室达到70％,村卫生室房屋、设备、人员、管理制度基本上得到了配套落实。如何保障对基层群众的医疗卫生服务,使现有村卫生室得到稳步发展,崖头镇政府认真总结以往抓农村基层卫生组织建设的经验教训,采取了以下五方面的措施:
