江总书记在党的十五大报告中明确指出:“有中国特色社会 主义的文化,是凝聚力和激励全国各族人民的重要力量,是综合国力的重要标志。”这一论断,首次把文化提升到综合国力的高度来认识,开辟了从国力来理解文化的新视角和文化力的新思路,是对邓小平精神文明建设理论的新发展新贡献,是对马克思主义理论的突破和创新。文化是综合国力的重要标志的理论命题,包括文化国力的构成要素、文化国力的标志性能和文化国力的动力功能三方面内容。
