《献血法》关于地方各给人民政府对献血工作领导职责的规定：地方各级人民政府领导本行政区域内的献血工作,统一规划并负责组织、协调有关部门共同做好献血工作。《献血法》关于鼓励部分公民率先献血的规定：国家鼓励国家工作人员、现役军人和高等学校在校学生率先献血,为树立社会新风尚作表率。《献血法》对医疗机构在临床用血时提出的要求：医疗机构对临床用血必须进行核查,不得将不符合国家规定的血液用于临床．《献血法》关于对献血工作中表现突出的单位和个人予以奖励的规定：各级人民政府和红十字会对积极参加献血和在献血工作中做出显著成绩的单位和个人,给予奖励。
The blood donation law stipulates that local governments give leadership to blood donation work. Local people’s governments at various levels shall take the lead in giving blood donation within their respective administrative regions, make unified plans and take charge of organizing and coordinating relevant departments to work together to donate blood. The “Blood Donation Law” stipulates that some citizens should be encouraged to take the lead in donating blood: The state encourages the national staff, active servicemen and students in colleges and universities to take the lead in blood donation, setting an example for establishing a new social trend. “Blood Donation Law” for medical institutions in the clinical use of blood when the request made: medical institutions must verify the clinical use of blood, not to do not meet the state’s blood for clinical use.
