The 15 provinces and municipalities in the northern territory of China cover 55 percent of the country’s total area,and its total amount of water resources makes up 19.4 percent of the country’s total.Due to high silt contents of rivers and great intra-annual and interannual runoff variations,the available water resources only account for 68.5 percent of the region’s total,thus intensifying conflicts of water supply/consumption.The shortage of water resource and large scale exploitation of groundwater have caused a series of environmental problems.The aims of mitigative countermeasures are mainly at developing water saving agriculture and industries,strenthening water resources management and reallocating water resources between different regions.
