周翊民:中国高铁近年来发展迅速,世界瞩目。在中央支持下,成功修起了京沪高铁。但高铁发展一度冒进,带来安全隐患,也带来浪费。比如京津高铁,当时发改委批准按200km设计时速开建,但后来按300km以上标准建成。再比如,京沪高铁立项开建的同时,中国又在京津和沪宁建成两条城际高铁,这也是浪费。世界上还没有两座城市之间修两条高铁的先例。
Zhou Yimin: China’s rapid development of high-speed rail in recent years, the world’s attention. With the support of the Central Government, the Beijing-Shanghai high-speed railway has been successfully repaired. However, the development of high-speed rail once took risks and brought about potential safety problems as well as wastage. Beijing-Tianjin high-speed rail, for example, was approved by the Development and Reform Commission to open at a designed speed of 200km, but later completed at a standard of over 300km. As another example, the Beijing-Shanghai high-speed rail projects opened at the same time, China and Beijing and Tianjin and Shanghai-Nanjing built two inter-city high-speed rail, which is a waste. There are no precedents in the world for repairing two high-speed railways between two cities.
