全面建设小康社会,不仅需要艰苦奋斗,不断开拓创新,而且需要勤俭行政,节约“行政成本”。勤俭行政本不是什么新命题,早在党的七届二中全会上,毛泽东对全党关于“两个务必”的告诫,就已明确提出了这一点。问题是勤俭行政并没有像传家宝一样被执政的共产党全部继承下来,特别是近几年的奢靡之风屡禁不绝并有所蔓延,不计成本的“行政浪费”相当严重。试举几例:
To build a well-to-do society in an all-round way requires not only arduous struggle but also pioneering and innovating unceasingly. And it also needs to work industriously and economically to save “administrative costs.” Thrifty administration is not a new proposition. As early as the Second Plenary Session of the Seventh Central Committee of the Party, Mao Zedong made clear this point when he warned the entire party about “two musts.” The problem is that the thrifty administration has not been completely inherited by the Communist Party in power as heirlooms.
