面对即将来临的21世纪,广东如何在已有的基础上再创新的辉煌?急切需要有科学的发展规划做指导.在广东省委、省政府的直接领导下,由省计委组织各方面的力量,经三年的研究和编撰,完成了以发展规划为主体的跨世纪研究报告,即《二○一○年的广东——规划及战略研究》.(广东人民出版社,1994年8月版)其研究的背景和因由是回应1992年春邓小平同志视察南方时对广东提出的发展目标以及同年1O月中共十四大对广东发展所做的战略部署.其研究的时间跨度达20年(199O～2010年),要求也很高,可以说是广东以往的经济社会发展研究所没有过的.作为一份颇具份量的研究报告,它的特色体现在:
