Fire accidents caused by thermal insulation of the external walls of buildings frequently occur, causing heavy losses to people’s lives and property. To this end, the State Council released in 2011 “Opinions on Strengthening and Improving Fire Services” (GF 46 Document). In December 2012, the Ministry of Public Security Fire Department issued the Notice on Fire Supervision and Management of Thermal Insulation Materials for Civil Buildings (Circular No. 350) in order to implement the notice issued by the State Council.
