欧洲联盟89/336/EEC 号指令规定:从1996年1月1日起,凡输往欧洲联盟成员国的无线电通讯设备、无线电广播、电视发射、接收设备、信息技术设备、教育电子设备、医学和科学仪器、家用电器和电子设备、工业制造设备、电灯和日光灯等商品必须经 EMC(电磁兼容)试验和安全要求试验合格并加附“CE”标志后才能进入欧洲联盟市场。这个规定是强制性的,其接受对象是各成员国负责市场产品安全控制的有关部门,而不象某些安全标志(如:UL、CSA、GS 等)是以顾客为接受对象,也就是说,“CE”标志就相当于商品进入欧盟市场的“护照”。按规定,加附“CE”标志的商品制造商应向在欧洲联盟有注册的代理商或制造商提供一份用以证实自己产品符合指令要求的证实文件——“EC合格证明书”,并提供用以描述商品的技术文件,
