Allowing researchers to start their own business and release innovation and vitality are the focuses and hot spots in the reform and innovation of personnel system and mechanism in recent years. Since the introduction of Nine Technologies in Nanjing in 2012, many provinces and cities have also introduced corresponding policies to promote scientific and technological cooperation and innovation. What are the impacts of these policies and mechanism innovations on S & T undertakings and what are the institutional and institutional barriers to S & T entrepreneurship?
