There are obvious differences in energy policies between resource-consuming and consuming countries: the policy of resource-based countries aims at releasing the vitality of the oil and gas industry, enhancing competitiveness and opening up markets; and the policies of consumer countries support the development of diversified energy sources to meet domestic demand. Clean energy is the common policy orientation of resource and consumer countries.
