多少年来,我国干部人事制度一直沿用着委任制,一个官员即便犯了某种错误,只要上级不点头罢免,他可以照样当官。一个官员因失职渎职或违法乱纪,在群众中造成了很坏的影响,不再适合担任领导职务,却脸不红心不跳地赖在那里不走,这样做无疑是对民意的践踏,是对“官德”的亵渎。一个官员犯了某种错误,仿佛只有听候公家发落,个人无需内疚,不必主动请辞。
