[目的]对广东省近年来的医疗卫生投入绩效情况进行客观分析和评价,揭示卫生资源使用中存在的问题,并提出相应的解决措施。[方法]运用层次分析法(AHP)建立绩效评估体系,收集整理广东省2008-2011年的数据,对广东省医疗卫生投入绩效评估进行实证分析,得出量化的绩效结果。[结果]广东省医疗卫生投入的绩效水平整体上呈现波动上升。其中医疗人员类投入绩效在2010年有大幅下滑,其余年份都呈现上升态势;医治水平类投入绩效自2009年后呈现持续下滑趋势;医疗设施类投入绩效自2008年至2011年持续上升。[结论]医疗卫生软硬件资源匹配失衡,软件资源发展落后于硬件资源提升;医疗卫生从业人员专业水平不足导致投入产出效率降低;医疗卫生财政投入结构失衡,资金没有得到有效利用;医疗卫生投入绩效对新医改反应消极,医改实际深化不成功。
[Objective] To objectively analyze and evaluate the performance of medical and health care in Guangdong Province in recent years, to reveal the problems in the use of health resources and to put forward corresponding solutions. [Method] Establishing the performance appraisal system by Analytic Hierarchy Process (AHP), collecting and sorting the data of Guangdong Province from 2008 to 2011, and making an empirical analysis of the performance evaluation of medical and health care in Guangdong Province, and getting the quantified performance results. [Results] The performance level of medical and health investment in Guangdong Province showed a fluctuating overall as a whole. Among them, the input performance of medical staff dropped sharply in 2010 and the rest of the year showed a rising trend. The performance of medical treatment level dropped continuously after 2009; the performance of medical facilities investment continued to increase from 2008 to 2011. [Conclusion] The imbalance of medical and health software and hardware resources is matched, the development of software resources lags behind the improvement of hardware resources; the professional level of medical and health practitioners leads to the decrease of input-output efficiency; the unbalanced investment structure of medical and health care, the inefficient utilization of funds; Performance of the new medical reform negative reaction, the actual medical reform is not successful.
