The foreign debt of the eastern European countries in the Soviet Union has been on an upward trend: 80.06 billion U.S. dollars in 1984, 121.2 billion U.S. dollars in 1987 and 150.1 billion U.S. dollars (with a net debt of 120 billion U.S. dollars) in mid-February this year. Huge foreign debts have affected the national economy and the people’s livelihood in some countries in the Sudan and the East and debt repayment has become a heavy burden on these countries. In recent years, the Soviet Union has had to borrow heavily because of the drop in international oil prices, coupled with the domestic agricultural failure and other problems that have caused the budget deficit to rise.
