为发挥自来水价格对水资源的配置作用，我国城市自来水价格的调整已在各城市陆续进行。但针对我国目前现状，自来水价格要真正发挥其对资源的配置作用，仅仅通过提高自来水的价格是远远不够的，关键是要完善自来水管制价格的形成机制。本文就自来水管制价格形成机制改革的目标、政策思路和形成机制问题进行探讨。
In order to give full play to the role of water supply in allocating water resources, the price adjustment of urban tap water in our country has been carried out one after another in all cities. However, according to the present situation in our country, the price of tap water should really exert its role in allocating resources. It is not enough to raise the price of tap water. The key is to perfect the mechanism of tap water price control. This article discusses the goals, policy ideas and formation mechanism of the water pricing mechanism reform.
