我国城乡中小学师资配置存在着教师编制、学历素质及队伍结构等不均衡问题。影响和制约中小学师资均衡配置的因素主要有:经济与待遇上的差距、政策引导的偏差、制度管理的缺失、文化观念的束缚,工作和生活环境的差异以及教师专业发展机会不均等。对这些因素进行系统分析,可为地方教育主管部门了解当地教师发展现状,调整教师管理政策,促进城乡校际交流,推进师资均衡发展提供咨询和参考。
The distribution of teachers in urban and rural primary and secondary schools in our country exists imbalanced issues such as teacher preparation, qualifications of academic qualifications and team structure. The main factors influencing and restricting the balanced allocation of primary and secondary school teachers are: the gap between economy and treatment; the deviation of policy guidance; the lack of system management; the restraint of cultural concept; the difference of work and living environment; and the unequal opportunity of teachers’ professional development. A systematic analysis of these factors can provide advice and references for local education authorities to understand the development status of local teachers, adjust teachers’ management policies, promote inter-university exchanges between urban and rural areas, and promote the balanced development of teachers.
