After long-term exploitation of large oil fields in our country, the water content has increased and the oil output has been reduced, which has drastically reduced the reserves of China’s oil resources. In order to “make up” for the shortage of petroleum resources in our country, the state-owned large-scale petroleum enterprises have turned their mining targets to low-permeability and specifically infiltrated the oilfields. Such oilfields contain rich petroleum resources, but their formation is mostly of river facies. Large, poor connectivity and other characteristics of the decision of the development of the difficult coefficient, the complexity of the development process determines the need for the implementation of total quality management. Therefore, the development process of low-permeability and ultra-low permeability oilfields needs “total escort” of total quality management.
