(一) 在机关工作中,由於实践活动的结果,产生了大量的文件,这些文作反映了机关工作的全部活动与面貌。由於文件对实际工作所起的作用以及日後使用价值不同,一部分文件被视为领导指导性的文件(以下简称领导性的文件),而另一部分则被视为一般文件。这正如文件由於机密等级不同而有绝密、机密、普通之分一样。领导性的文件,从字义上看,就可明显地知道这种文件本身是含有领导指导意义的。机关拟制这些文件的目的,是为了给隶属机关及机关各单位实际工作指明方向,藉以使工作能获得一定的预期的效果。它的特点也就在於反映了机关领导工
