中国石油集团公司2002年年初提出,全面建设具有国际竞争力的跨国企业集团,努力做到“两个转变”和“三个跨越”,即由国内石油公司向跨国石油公司转变,由单纯的“油气生产商”向具有复合功能的“油气供应商”转变;努力实现从国内到国外的跨越,从单纯的生产型到生产经营与贸易一体化的跨越,从一般的生产经营管理到市场化运作的跨越。
