四川华油集团有限责任公司(以下简称华油公司)是由原四川石油管理局旗下全部天然气终端销售、油田化学及劳保用品生产等集体经济、参控股公司重组成立的多元经济企业集团。组建之初,基础管理工作较薄弱,企业管理能力及水平差异较大。如何建立一套行之有效的、可操作性的、能促使企业提高整体管理水平的对外投资公司管理能力评价体系,是华油公司必须研究解决的课题。
Sichuan Huayou Group Co., Ltd. (hereinafter referred to as Huayou Company) is a diversified economy enterprise group formed by the reorganization of the holding company with the collective economy such as the terminal sales of natural gas of the former Sichuan Petroleum Administration, the production of oilfield chemicals and labor insurance products. At the beginning of establishment, the basic management work was weak, and the management ability and level of the enterprise differed greatly. How to set up a set of effective and operable evaluation system for the management ability of an overseas investment company which can promote the overall management level of an enterprise is a topic that Huayou Company must study and solve.
