大西南因矿产、森林、水电等资源开发项目建设而搬迁的移民中,占相当比重的少数民族农业移民,是受教育水平极低和非农技能非常缺乏的特殊弱势群体。该区域资源开发区少数民族特殊弱势群体面临着迫切需要解决的教育和培训问题。政府和移民主管部门应当采取措施,尽量满足少数民族农业移民这一特殊弱势群体与教育和培训相关的种种特殊需求,以便在资源开发区构建和谐社会。 Among ethnic immigrants relocated for the development of mineral resources, forests, hydropower and other resources in the Greater Southwest, ethnic minority agricultural immigrants who make up a significant proportion of the total are migrant workers with special needs who are extremely poorly educated and whose non-agricultural skills are very scarce. The special vulnerable groups of ethnic minorities in the regional resource development zone are facing the education and training issues that are urgently needed to be solved. The government and immigration authorities should take measures to meet the special needs related to education and training of the special vulnerable group of ethnic agricultural migrants in order to build a harmonious society in the resource development zone.
