自2005年1月起到5月份,中国展开打击官员赌博违法犯罪活动的专项行动。这场行动将不可避免地“走出”中国,中国的外逃贪官必将在全世界范围内遭到嗣堵。1月16日,中共中央印发《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》,其中明确指出,要“建立执法合作、司法协助、人员遣返和涉案资金返还等方面的反腐国际合作机制”。专家认为,中国之所以提出建立反腐国际合作机制,是因为如果没有国际社会的合作,这场斗争会遇到强大的阻力。其一,目前还有一批腐败分子潜藏在国外。据公安部资料显示,外逃的经济犯罪嫌疑人尚有500多人(其中多为贪官),涉案金额逾700亿元人民币。其二,外逃贪官藏身于世界的各个角落。在西方国家中,美国、加拿大和澳大利亚等成了大贪官的“乐园”；一些小贪官喜欢躲在生活成本较低的周边国家,如泰国、缅甸、马来西亚、蒙古和俄罗斯等；还有一些腐败分子目前正藏身于非洲、南美和东欧国家,伺机向“安全的地点”转移……
