现状新“三难”带来新困扰随着市场经济发展的不断深入,一些国有企业先后走上破产、拍卖、撤并之路。以江西省宜春市袁州区为例,辖区原有10多家国有中型企业,近年来已全部改制,有的被估产拍卖,有的改制成民营企业。这些企业改制后,职工下岗分流,人员重新组合,武装机构按程序被撤销,民兵工作随之成为无本之木,名存实亡。去年民兵整组时,区人武部工作组先后下到原来设有基层武装部的6家中型企业进行调研．发现这6家企业已全部转制为民营或股份制企业,上年度编人民兵组织的人员大部分已流散在社会,或经商或打工或到别的企业就业谋生去了,人都找不到,原有的一些民兵工作资料也残缺不全,怎么履行民兵义务?
