The theoretical basis of administratively open constitutionalism is not simply written into the constitutional right of information. The solid constitutional basis of administrative disclosure lies in the stipulation and integration of the two rights of the right to information and freedom of expression in the constitution. The right to information is the newborn human rights in the development of democratic constitutionalism. It opens the door to the exercise of the secret power of administrative power, establishes the constitutional foundation of administrative openness and promotes the development of democratic participation. However, the function of right to information alone can not be completed. The responsibility, the right to information and the right to freedom of expression is the most open constitutional theory of public administration. The right to freedom of expression is the core content of the constitutional human rights guarantee. The effective exercise of the freedom of expression in the political countries is based on the right to information, the right to information is the correct expression of public opinion, and the right to information is inseparable from the right of freedom of expression.
