建立覆盖各类所有制企业、国家机关和事业单位所有职工的统一基本养老保险制度,是构建我国统一的社会保障体系的发展方向。财政部门要积极探索和研究机关事业单位社会保障制度,进一步调整和规范机关事业单位的养老保险办法,建立符合机关事业单位特点的多层次养老保险制度。但目前机关事业单位实行基本养老保险尚有许多难点需要突破,从吉林省长春市的实际情况看,主要面临以下一些问题需要认真研究解决。
The establishment of a unified basic old-age insurance system covering all kinds of employees of all kinds of ownership-holding enterprises, state organs and public institutions is the direction for the development of a unified social security system in our country. The financial departments should actively explore and study the social security system of government departments and public institutions, further adjust and standardize the pension insurance measures for organs and public institutions, and establish a multi-level pension insurance system in line with the characteristics of organs and institutions. However, there are still many difficulties in the implementation of basic old-age insurance by organs and public institutions at present. According to the actual situation in Changchun City, Jilin Province, the following problems mainly need to be seriously studied and solved.
