时下,在矿山企业一些基层班组出现了一种戏称为“连带式罚款”现象:一些区队为保安全生产目标,增强职工的自保和互保意识,规定每个职工必须与本班组另一位职工自愿结成“安全对子”,本班组的职工和班组头为自然结对人;职工违章作业,除本人受到处罚外,其结对者和自然结对人,都将受到不同程度的罚款处理。这种抓安全生产的措施,实乃弊多利少。其弊至少有三点:
