我国村镇建设进入了历史发展最快时期,由于村镇建设是项新兴事业,目前存在不少问题,如资源浪费与破坏、环境污染、规划的随意性和建设的无序等等。笔者对当前应着力解决好的几个问题进行了思考,请广大同仁指教。 一、关于规划的几个问题 一,相对集中,合理用地。(1)将乡镇企业向小城镇集中,使其连片发展。(2)根据当地资源和区域经济优势,在小城镇合理布局出规模较大、档次较高、特色明显,吸引力辐射力强的专业市场。(3)将过于分散的自然村、居民点合理迁并。(4)推行饲养业、大型农具保管集中。各家户的养猪场、养鸡场和拖拉机、平车等车辆的保管统一集中在村外布置。(5)建制镇和集镇应尽快推行适合其特点的多层住宅。这样,不仅可以有效地克服“盲目建设、重复建设”,“批而不建、建而不用”的浪费现象, The construction of villages and towns in our country has entered the fastest period of historical development.
