许多档案馆人力资源管理体制不完善、人为因素的干扰严重,不依规律、章程办事的现象十分普遍。员工的工作态度和主观能动性发挥得不理想,服务意识淡漠,很多员工得不到继续教育的机会,人才外流或人浮于事。这些现象严重阻碍了档案馆事业的发展。因此,建立科学的人力资源管理系统迫在眉睫。
Many archives human resource management system is imperfect, serious interference of human factors, do not follow the law, the phenomenon of statutes is very common. Employees’ attitudes toward work and their subjective initiative have not been satisfactorily demonstrated. Their service awareness is indifferent. Many employees do not have the opportunity to continue their education and the brain drain or people fall into the air. These phenomena have seriously hindered the development of archives. Therefore, establishing a scientific human resources management system is imminent.
