本刊第三期以《老区人民的喜讯》为题,报道省八届人大二次会议通过加强老区建设议案的重要消息,人们记忆犹新。最近,又传来另一个老区人民的喜讯:省委、省政府发出《关于加强革命老区建设工作的通知》的重要文件。改革开放以来,省委、省政府联合发出有关加强老区建设的文件尚属首次,意义重大。广东具有悠久的革命历史,在历次革命斗争中,共建立具有二千万人口、面积占全省一半以上的老区。那里的人民为革命事业作出了重要贡献,也付出了重大牺牲。老区,一直为各级党政领导所关注。特别是改革开放以来,老区的经济有了很大发展,群众生活有了明显的改善。但是,由于广东老区多在山区,过去处于封闭状态,加上其他主客观原因,当前尚有一些令人牵肠挂肚的困难和问题。诸如经济发展还很缓慢;尚有170万人没有脱贫;老区与其他地区经济发展的差距日益拉大;等等。

However, due to the fact that the old part of Guangdong is mostly located in the mountainous areas and was closed in the past, coupled with other subjective and objective reasons, there are still some difficulties and problems that are daunting. For example, the economy is still sluggish. There are still 1.7 million people who have not escaped poverty. The gap between the old areas and the rest of the world is getting wider and wider. And so on.
