近年来,各地政府积极推进旅游信息咨询、旅游年卡等旅游公共服务的建设,但是由于缺乏合理的旅游公共服务供给机制,地方旅游公共服务建设存在很多问题。本文在分析旅游公共服务产品属性的基础上,明确不同产品的供给主体和供给模式,并且引入社会企业理论,强调建立包括政府、企业、非营利性社会组织和社会企业在内的旅游公共服务复合运行机制,从而改变以往供给混乱、供给越位或者缺位的情况,为地区旅游公共服务的建设提供新思路。
In recent years, local governments have actively promoted the construction of tourist public services such as tourism information consultation and tourism year cards. However, due to the lack of a reasonable supply mechanism of tourism public services, there are many problems in the construction of local tourism public services. Based on the analysis of the attributes of tourism public service products, this paper clarifies the supply subjects and supply modes of different products, and introduces the theory of social enterprises. It emphasizes the establishment of tourism public services complex including government, enterprises, non-profit social organizations and social enterprises Operation mechanism so as to change the chaotic supply in the past and to provide more or less vacant supplies and provide new ideas for the construction of public services for regional tourism.
