构建以消防为主的综合应急救援体系是完善我国灾害事故应急救援的现实要求;从法律到应急救援行动上,我国消防部队已经成为应急救援的骨干力量;通过改革组织体系,建立应急救援体系框架,加强人才培养和装备建设,强化预案和实战演练,加大灾害救援研究,建立评价机制等,完善战勤保障系统,建立起消防综合应急救援体系,是我国当前应急救援队伍和救援体系建设的必由之路。
Constructing a comprehensive emergency rescue system based on fire protection is a realistic requirement for improving emergency rescue in China. From law to emergency rescue operations, our fire brigade has become the backbone of emergency rescue. Through the reform of the organizational system, an emergency rescue system framework , Strengthen personnel training and equipment construction, strengthen the plan and actual combat exercise, increase disaster relief research, establish evaluation mechanism, improve the combat logistics support system and establish a fire emergency rescue system, which is the construction of the current emergency rescue team and rescue system in China only way.
