对电子政务专业人才的概念和职责进行了界定,认为电子政务专业人才包括政府部门中从事电子政务领导和管理的人才,以及政府所属信息中心中从事电子政务建设和管理的人才。论述了加强我国政府系统电子政务专业人才队伍建设的必要性:是深化电子政务建设的基础,是克服电子政务建设瓶颈问题的前提,是弥补电子政务专业人才培养能力不足的有效手段。揭示了加强我国政府系统电子政务专业人才队伍建设的紧迫性:迫切需要解决电子政务专业人才的管理体制与其职责定位不符、能力结构与其能力要求不符、管理制度与其职责要求不符等问题。
It defines the concept and responsibility of e-government professionals as e-government professionals, including those engaged in e-government leadership and management in government departments and talents engaged in e-government construction and management among government-owned information centers. It discusses the necessity of strengthening the construction of e-government professionals in government system in our country. It is the basis of deepening the construction of e-government, the precondition of overcoming the bottleneck problem of e-government construction, and the effective means to make up for the shortage of e-government professionals. It reveals the urgency of strengthening the construction of the e-government professionals in the government system in our country. There is an urgent need to solve the problems such as the discrepancy between the management system of e-government professionals and the positioning of their duties, the incompatibility of competency structure with their competency requirements, and the discrepancies between the management system and their duties and requirements.
