民国时期,从中央到地方,对于边政人员的选拔、培训、任用、待遇、考核等方面,逐渐从通行的公务员行列中分离出来,给了一些特殊的对待,然而,整个民国时期专门施行于边政人员的相关政策,并未形成系统,且在实施过程中受多方面因素的影响,未能有效贯彻。这在很大程度上影响了边政人员在边疆治理过程中的作为。从整体上看,民国政府与边疆地区并没有形成良好的互动关系。
