“非典”发生以后,一场大规模的应对公共安全突发事件和风险的准备工作在中南海酝酿,并开始付诸行动。2006年1月8日,国务院发布了《国家突发公共事件总体应急预案》(以下简称《总体预案》),同时,25个专项预案、80个部门预案相继完成,全国各省、市、自治区预案也基本完成,从而标志着国家应急管理体系已经建立并正式运行。针对制定《总体预案》的背景、特点、《总体预案》完成后的下一步工作如何继续等问题,本刊记者采访了原国家安全生产监督管理局副局长、《总体预案》的主要起草人、国务院办公厅原应急预案工作小组副组长,国务院参事、国家减灾委员会专家委员会副主任闪淳昌。
